French politicians agree to form a local government funding agency

An important step in the creation of a new local government funding agency (LGFA) in France has been taken today (Sept 20, 2011). The political leadership of the French local authorities’ organisations* took the decision to, on the basis of the report submitted by the advisory group**, to initiate the formation of a French LGFA and immediately start the process of passing a law governing the LGFA in the parliament.

A new Local Government Funding Agency (LGFA) is about to be formed in New Zealand

New Zealand is now in the process of forming a new local government funding agency. An Information Memorandum states the aim of the new agency as …”to consolidate a large proportion of the borrowings of the local authority sector to provide another long term debt funding alternative, and to achieve significant interest cost savings to participating local authorities.” It continues, ”One lesson learnt from the global financial crises was the importance of having access to a wide range of long term debt providers.

Mark Butcher, CFA and Treasurer, 
Auckland Council, describes the recent developments of this exciting project in a mail-conversation with me:

”An important milestone in the development of the LGFA was achieved last night (Sept 6, 2011) with the second reading of the proposed legislation in Parliament. The passing of the legislation will allow the establishment and incorporation of the LGFA and the third and final reading should occur within the next week. As a result the LGFA will be incorporated by November and hopefully undertaking it’s first issuance by the end of this year.

As you can see with the attached presentation, the LGFA is modelled very closely on the Kommuninvest example.

The key features of the LGFA that are different from the examples in the Northern hemisphere are

  • The New Zealand Government will become a 20% shareholder – the remaining 80% will be held by local authorities (initially 9 but expected to increase to 35 by next year)
  • The outsourcing of all operational aspects to the Debt Management Office (DMO) of the New Zealand Treasury
  • The provision of liquidity standby lines from the New Zealand Treasury
  • An expectation that the LGFA will achieve a comparable credit rating to that of the New Zealand Government (AAA domestic and AA+ foreign currency)
  • Expectations of widespread support from the Local Authority sector in New Zealand – currently there are 75 Local Authorities, of which 49 are expected to become borrowers/ guarantors and we expect 35 to become shareholders. The balance of the local authorities in New Zealand have either no debt or a very small debt requirement
  • Expectations are for the LGFA to deliver benefits of up to 0.40% p.a to the sector through lower borrowing costs – the sector is currently $6 billion in size and expected to grow to $11 billion within 6 years”

It is encouraging to see the LGFA-idea spreading and I wish the New Zealand local authorities all the best in their efforts to get more cost-efficient funding for local investments.

New Zealand is divided into 13 cities, 53 districts, 11 non-unitary regions and 5 unitary regions (these combine the regional and the territorial authority level in one).

The largest city by population is Auckland (1,4 m) followed by Christchurch and Wellington (both around 400 000).

Lars M Andersson’s speech on the theme of municipal cooperation

Lars M Andersson gave a presentation at a municipal economy conference in Malmö on the 29th of August. The title of the speech was ”How can municipalities meet future challenges”. He started with a survey of the situation for local authorities in Europe with a focus on the UK and France, to continue with the Swedish situation. In the short term it is a question how much the debt crises in some of the Euro countries will affect Sweden and it’s local authorities. In the longer term the demographic changers that leads to an older population, will cause higher cost for the care of the elderly at the same time that we have less taxpayer. Mr Andersson stated that his view is that the local authorities need to continue to make the operations more efficient, as one of the main elements for handling future challenges. This can be done with more inter-municipal cooperation. A new project for cooperation in administrative matters, for example accounting and salary management, was presented. This project has started after the initiative of Lars M Andersson and the Swedish association for municipal economists.

Busy days in July

In the past weeks I have visited both London and Paris. In London I spoke at a New Local Government Networks (NLGN) seminar on municipal finance and in Paris I attended the last meeting of the first phase of the project aiming to create a local government funding agency in France.

London, July 14

The NLGN seminar took place in the Guildhall in the City. The participants represented local authorities and others interested in the question of future funding of local public projects. After an introduction by Tom Symons, Senior researcher, NLGN, short presentations were given by myself and

  • Paul Mahony and Euan Blair, Morgan Stanley
  • Piers Williamson, Chief Executive, The Housing Finance Corporation

My presentation focused on local government funding agencies in general and the creation of Kommuninvest as well as the ongoing French project. There was much interest and pertinent questioned posed.

It seems to me, after reading some of NLGN’s reports and after hearing the discussion during the seminar, that UK local authorities are presently at a crossroads. Many different options have suddenly become possible, but each presents challenges. Westminster has decided on substantial cuts in the grants to local authorities. It seems that the Lib/Con government is saying – manage as best as you can, we will give you greater freedom to “navigate the stormy sea”.  UK local authorities are now eager to make the best of this sometimes confusing situation.

In the afternoon after the seminar I had a short meeting with Mark Johnson and Helen Wyles at Euromoney. We spoke about the upcoming local government conference arranged by Euromoney in Istanbul during September. At this occasion the French Project will be presented by Yves Millardet, the coordinator of the advising group. We had also a thought-provoking discussion about financial risks and local governments funding agencies. I will formulate my thoughts on the subject sometime in the near future.

Paris, July 18

The advisors and the COPIL (the working group) of the proposed LGFA in France had the last meeting of phase one in the project. We went trough the draft of the final report on legal status, guarantees, capitalisation, governance, rating issues, financial calculations etc. It was a productive meeting with good suggestions for additions to the report. The meeting also noted that the Cour de Comptes had, just a few days ago, issued a report where they, among other subjects, express the opinion that an agence de financement des collectivités locales should be created.

NLGN research seminar in London

Lars M. Andersson has been invited to deliver a presentation at a research seminar in London on July 14th, organised by the think-tank New Local Government Network. The topic for the seminar is ”Capital Futures: assessing the alternatives – post-PWLB borrowing options for local authorities in the UK”.

As one of the starting point for this discussion, Tom Symons, Senior Researcher at the NLGN, has written a report named ”Localist Capital Finance – the challenges ahead” where he asks the following:

“In addition to understanding the variety of approaches that may be needed, we need to examine what the structures of the debt vehicles that can enable this will look like. How could a Kommuninvest-style vehicle be developed in England and how could it relate to councils and capital debt markets? Similarly, how best can individual local authorities access capital markets independently?“

Meeting in Paris

I have come back from Paris and the 4th meeting between the group of advisors and the ”Comité de pilotage”. We are now in the end of the first phase of the project and will by the end of July be ready with the basic structure of the proposed new local government funding agency of France. Next meeting is scheduled for the July 18th.
